Civil Construction & Infrastructure Delivery

Project Overview:

FCC delivered the full design, construction, and erection of Government Furnished Re-Locatable Building (RLB) container modules and all supporting infrastructure for 1,100 personnel at Forward Operating Base Shank, Logar Province. Executed as Prime Contractor for the U.S. Army Corps of Engineers Afghanistan Engineer District, the project provided a complete two-story contingency housing solution within a fully serviced and operationally self-sufficient compound. The scale and complexity of the project demanded comprehensive management across civil, structural, mechanical, and electrical disciplines, with FCC coordinating every aspect of the work from initial site survey through to the final commissioning and handover of the completed facility.

Scope & Key Components

  • Assembly and erection of RLB container modules in a two-story building configuration
  • Reinforced concrete foundations and blast protection barriers
  • Above-ground water storage tanks, chlorination system, and booster pumps
  • Buried water distribution, sanitary sewer, and sewage holding systems
  • Electrical service, transformers, and buried power distribution systems
  • Communication systems and vehicle access roads with parking areas

The project delivered a fully self-sufficient housing compound for 1,100 personnel at an active forward operating base. All utility systems, including water, power, drainage, and communications, were designed, installed, and commissioned within the integrated scope. The compound was fully operational and independent from the moment of handover.

Construction & Execution

  • Comprehensive site survey and geotechnical investigation completed prior to construction commencement
  • RLB modules secured to reinforced concrete foundations using manufacturer-approved connectors

  • Construction sequenced to meet the operational requirements of an active forward operating base environment

FCC managed the entire project lifecycle from site grading and foundation design through to module assembly and systems installation. The project demanded precise coordination across civil, structural, mechanical, and electrical works to deliver a fully operational housing facility meeting U.S. Army Corps of Engineers standards.
